วิทยาลัยนาฏศิลปกาฬสินธุ์ ได้ดำเนินการจัดชุดการแสดงฟ้อนไทพวนขึ้นเพื่อนำเสนอเป็นผลงาน ในปีพุทธศักราช ๒๕๔๒โดยเสนอผลงานเกี่ยวกับกลุ่มชนเผ่าไทย-ลาว ในอิสาน ซึ่งมีหลายเผ่าพันธุ์ ส่วนใหญ่มักจะอพยพมาจากบริเวณที่ราบลุ่มแม่น้ำโขง เมื่อมาตั้งถิ่นฐานอยู่ใกล้กันได้ผสมผสานประเพณี ต่างได้พึ่งพระบรมโพธิสมภารของพระบาทสมเด็จพระเจ้าอยู่หัวๆอยู่อย่างร่มเย็นเป็นสุขตลอดมา

ด้วยเหตุผลที่ได้กล่าวมาแล้วข้างต้น จึงเป็นแรงบันดาลใจให้คณะครูอาจารย์ วิทยาลัยนาฏศิลปกาฬสินธุ์ เกิดแนวความคิดที่จะศึกษาเพื่ออนุรักษ์และพัฒนาเกี่ยวกับเรื่องฟ้อนไทพวนขึ้นและได้รับความร่วมมือเป็นอย่างดีจากชมรมนาฏศิลป์หนองคาย ซึ่งให้ความรู้ในเรื่องท่ารำและเครื่องแต่งกายเป็นอย่างดียิ่ง
